Effective from June 1, Shanghai will inaugurate an expanded marriage registration service across five additional districts, enhancing accessibility for foreign nationals, residents from Hong Kong, Macao, Taiwan, and overseas Chinese. The new districts to offer these services are Huangpu, Xuhui, Changning, Jing'an, and Minhang, building on the successful pilot program initiated in Pudong New Area on October 1 last year.

The Shanghai Civil Affairs Bureau has declared that residents with permanent household registration in the aforementioned pilot districts can now register their marriages involving foreign nationals at either the city-level marriage registration center or their respective district-level centers.

上海市民政局宣布，上述试点区内的常住户口居民现在可以在市级婚姻登记中心或各自区级中心登记与外国人的婚姻。

Streamlined Policies for International Marriage Registration

The reform introduces several user-friendly policies, including adherence to the Hague Apostille Convention and the acceptance of foreign permanent residence cards. For instance, a resident of Huangpu district marrying a Singaporean can register their marriage at the city's central or district-specific center. However, residents from non-pilot districts are required to use the city-level center until the program expands further.

Foreign nationals are now permitted to use their valid passports or permanent residence cards as identification for marriage registration purposes, with the latter necessitating a valid passport number.

In alignment with the Hague Apostille Convention, documents such as the certificate of no impediment to marriage from countries like Singapore are exempt from consular legalization. Instead, they require an apostille and a Chinese translation. This provision extends to overseas Chinese from contracting states of the convention.
