Currently, foreign nationals cannot apply for social security cards online and must go in person to a bank branch to collect them. In Guangzhou, China, there are 11 bank branches that offer social security card collection services for foreign nationals. These 11 banks include: Industrial and Commercial Bank of China, Agricultural Bank of China, China Bank, China Construction Bank, Bank of Communications, Postal Savings Bank of China, China Everbright Bank, China Merchants Bank, Guangfa Bank, Guangzhou Bank, and Guangzhou Rural Commercial Bank.

Foreign nationals must possess a valid and compliant work permit for China, although this requirement does not apply if they hold a Chinese Permanent Resident ID card.

Way 1: Prepare a recent color paper ID photo with a white background and a size of one inch.

Applicants are advised to follow the "Guangzhou Human Resources and Social Security" WeChat official account, navigate to "Social Security Pass > Social Security Card > Social Security Card Photo Upload > Upload and Query for Others," select the appropriate country/region and document type, enter information such as the document number and name, and upload a color, small one-inch electronic ID photo with a white background. Subsequently, the photo receipt number can be queried within 1 to 5 working days. When applying for the card, simply provide the photo receipt number to the staff.
方式二：预先准备照片回执。请申办人关注“广州人社”微信公众号，进入“社保通>社会保障卡>社保卡相片上传>代他人上传和查询”，选择合适国家/地区和证件类型，输入证件号码、姓名等信息，并上传一张彩色小一寸白底电子证件照。之后，可在1至5个工作日内查询到照片回执号。当办理申领时，只需向工作人员提供相片回执号即可。

- For Chinese nationals who previously used mainland resident identity cards to apply for a social security card but now hold foreign citizenship, if they need to update the information on their social security card to match their current identity, they should visit the designated service bank branch indicated on the original social security card. They should truthfully inform the bank about the change in their identity information and apply for a modification of the card's surface information and card replacement service, rather than applying for a new social security card.
