For government officials, the unit to which the applicant belongs will send the applicant's materials to the higher authority with the right to approve foreign affairs for examination and approval in accordance with the approval procedures for the management of overseas travel on official business; for officials of Chinese nationality serving in APEC organizations, the applicant's original unit will examine the application materials or send the materials to the unit's higher authority with the right to approve foreign affairs for examination and approval. The relevant departments will send the relevant materials to the Consular Department of the Ministry of Foreign Affairs for review after examination, and the Consular Department will issue the card to the applicant after passing the examination and obtaining the approval of other economies.

The enterprise to which the applicant belongs will send the relevant information to the Consular Department of the Ministry of Foreign Affairs for review after reviewing the applicant's materials in accordance with the approval procedures for the management of overseas travel on official business, and issue the card to the applicant after passing the review by the Consular Department and obtaining the approval of other economies.

由申请人所属企业按因公出国管理审批程序，在对申请人材料进行审核后，将有关资料送外交部领事司审查，领事司审查合格并获其他经济体批准后为申请人颁卡。

3. Local state-owned enterprise personnel

The enterprise to which the applicant belongs sends the application information to the Foreign Affairs Office of the People's Government of the province, autonomous region, municipality directly under the central government, municipalities with separate plans, special economic zones, coastal open cities, and sub-provincial municipalities for examination and verification in accordance with the procedure for approval of the management of overseas travel on official business. The relevant foreign affairs office will send the relevant information to the Department of Consular Affairs of the Ministry of Foreign Affairs for examination after passing the examination. The Consular Department will issue the card to the applicant after passing the examination and obtaining approval from other economies.

由申请人所属企业按因公出国管理审批程序，将申请资料送其企业注册所属地省、自治区、直辖市、计划单列市、经济特区、沿海开放城市、副省级市人民政府外事办公室等审核。有关外办审核合格后将有关资料送外交部领事司审查。领事司审查合格并获其他经济体批准后为申请人颁卡。

The enterprise to which the applicant belongs sends the applicant's materials to the Foreign Affairs Office of the People's Government of the province, autonomous region, municipality directly under the central government, municipalities with separate plans, special economic zones, coastal open cities and sub-provincial-level municipalities where the enterprise is registered for examination and approval. The relevant foreign affairs office will send the relevant information to the Consular Department of the Ministry of Foreign Affairs for examination after passing the examination. The Consular Department will issue the card to the applicant after passing the examination and obtaining approval from other economies.
