According to Haikou Daily on August 2, Haikou City has been approved to implement a new measure for the unilateral recognition of foreign talent work permits.

据《海口日报》8月2日报道，海口市已获批准实施一项新的单方面认可外籍人才工作许可证的措施。

This initiative supports the free movement of foreign talent between Hainan Free Trade Port and regions with established cooperation mechanisms with Hainan. Under the new pilot program, foreign professionals (AB category) recognized by foreign work management departments in Hainan province and cooperation regions such as Shanghai, Beijing, Guangdong, Shenzhen, Sichuan, and Hunan can transfer to new employers in Haikou without leaving the country. If these professionals terminate their contracts with their previous employers but retain valid work or residence permits, or if their permits have been converted to another type of stay visa within one month, they can apply for a new work permit in Haikou. When submitting their online application, they only need to upload the application form, labor contract, work permit cancellation proof, and valid work residence permit or visa, provided their job position remains unchanged.

这一举措支持海南自由贸易港与海南已建立合作关系的地区之间的外籍人才自由流动。在新的试点项目下，海南省以及上海、北京、广东、深圳、四川和湖南等合作区域的外籍工作管理部门认可的外籍专业人士（AB类），可以在不离开中国的情况下转至海口的新雇主。如果这些专业人士与前任雇主终止合同但保留有效的工作或居留许可证，或者他们的许可证在一个月内转换为另一种类型的停留签证，他们可以在海口申请新的工作许可证。在提交他们的在线申请时，如果职位保持不变，他们只需要上传申请表、劳动合同、工作许可证注销证明以及有效的工作居留许可或签证。
