The Exit-Entry Administration Team of the Jiangdu Branch of the Yangzhou Public Security Bureau conducted an investigation into the legal residency status of foreigners in the area. During this operation, officers found a foreign man teaching at an off-campus training institution and immediately checked his documents, discovering that he lacked the necessary qualifications to be a foreign teacher.

Officer Zhang Wenqing stated, "During our verification at the training center, we found that this foreign teacher did not have a work permit or a work-related residence permit, which means he was engaged in illegal employment." According to Officer Zhang, under the "Exit and Entry Administration Law of the People's Republic of China," this behavior isified as illegal employment. Foreigners working as teachers in China must have both a work permit and a work-related residence permit.

张文清警官表示：“在我们对培训中心的核实中，发现这名外教没有工作许可证或与工作相关的居留许可证，这意味着他从事了非法就业。”据张警官称，根据《中华人民共和国出入境管理法》，这种行为被归类为非法就业。在中国担任教师的外国人必须同时拥有工作许可证和与工作相关的居留许可证。

"According to regulations, he needs to first obtain a work permit from the science and technology department, and then apply for a work-related residence permit from our local public security exit-entry administration. Only then can he legally work as a foreign teacher," Officer Zhang added.

张警官补充说：“根据规定，他需要首先从科技部门获得工作许可证，然后从我们当地的公安出入境管理部门申请与工作相关的居留许可证。只有这样，他才能合法地担任外教。”

The law stipulates that foreigners engaged in illegal employment are subject to fines ranging from 5,000 to 20,000 RMB. Training institutions that employ foreigners without proper work permits face fines of 10,000 RMB per illegal hire, up to a maximum of 100,000 RMB. The Jiangdu Branch of the Yangzhou Public Security Bureau has already imposed the appropriate administrative penalties on both the individual and the training institution involved.

法律规定，从事非法就业的外国人将被处以5000至20000元人民币的罚款。雇佣没有适当工作许可证的外国人的培训机构，每非法雇佣一次将被罚款10000元人民币，最高可达100000元人民币。扬州市公安局江都分局已经对涉案的个人和培训机构实施了适当的行政处罚。
