At the beginning of this year, Yiwu released the "Ten Measures for Optimizing the International Business Environment and Foreign Related Services in Yiwu City" to attract foreign investors to return. The Report on the Work of the Government of Yiwu clearly pointed out that it is necessary to implement the "global traders" attraction action and carry out the Yiwu action of 10000 international buyers.

2023年3月15日零时起，为进一步便利中外人员往来，我国就外国人来华签证及入境政策作出相应调整。今年初，义乌发布《义乌市优化国际化营商环境涉外服务十项举措》吸引外商回流。义乌《政府工作报告》明确指出，要实施“全球贸易商”招引行动，开展万名国际采购商义乌行动。

Enterprises registered in Yiwu (with a registration date of more than 6 months) can invite foreigners who have direct business with their unit to enter the country on a business (M) visa.

注册地在义乌的企业（注册日期6个月以上），可邀请与本单位有直接业务的外国人以商务（M字）签证入境。

(2)The application unit is a registered freight forwarder with the Commerce Bureau, and a "freight manifest" can be issued. Download path: Log in to the Yiwu Market Procurement and Trade Network Information Platform - Market Procurement Business Portal - Group Goods Login - Enter Group Goods Management - Group Goods Menu, select the group goods list with the confirmation status of [Confirmed] by the group goods person, and the group goods list with the reverse writing status of [Reverse Successfully] in the customs declaration form - Click the group goods list number to enter the details page - Click Print List - Select Download.

(2)申请单位为商务局备案的组货人，可出具“组货清单”。下载路径：登录义乌市场采购贸易联网信息平台-市场采购业务入口-组货人登录-进入组货管理-组货菜单选择组货人确认状态为【已确认】的组货清单，且表单中报关单反写状态为【反写成功】的组货清单-点击组货清单编号进入详情页-点击打印清单-选择下载。

(3)If the application unit entrusts a third party to declare customs, a customs declaration form and a matching shipping bill of lading stamped with the shipping company seal can be issued

(3)申请单位委托第三方报关的，可出具报关单及相匹配的盖有船务公司章的发货提单

(4) Payment receipt from a domestic bank in China or letter of credit from a domestic bank in China with the invitee

The inviting unit shall fill out the application through the legal representative account of Zhejiang Government Affairs Network, and after the Foreign Affairs Office has verified and found no errors, issue an "Invitation Verification Form" and submit it to the system of the Ministry of Foreign Affairs.
