The fourth point (9) is to innovate institutional mechanisms to attract and gather outstanding talents from around the world. Pudong New Area will be authorized to review and issue the confirmation letter of foreign high-end talents for qualified foreign talents.第四点（9）是创新体制机制，吸引集聚全球优秀人才。对符合条件的外籍人才，授权浦东新区审核并出具《外籍高端人才确认函》。To build a leading area for the development of international talents, support qualified foreign talents to serve as legal representatives for public institutions and state-owned enterprises in China (Shanghai) Pilot Free Trade Zone, Lingang Special Area, Zhangjiang Science City, and allow foreign scientists who have obtained permanent residency qualifications to lead national science and technology plan projects and serve as legal representatives for new research and development institutions in Pudong New Area, attracting high-level talents from around the world to take the lead in science and technology innovation projects. Improve the talent introduction mechanism in line with industry demand, and issue corresponding types of work permits.打造国际人才发展引领区，支持符合条件的外籍人才在中国（上海）自由贸易试验区、临港特区、张江科学城担任事业单位和国有企业法定代表人，允许取得永久居留资格的外籍科学家在浦东新区领衔国家科技计划项目、担任新型研发机构法定代表人，吸引全球高层次人才领衔科技创新项目。完善符合产业需求的人才引进机制，发放相应类型的工作许可。Optimize the overall introduction and supporting service mechanism of the leading talent project team, improve the convenience of team members' introduction approval and residence suspension, and implement supporting service policies such as talent echelon, scientific research conditions and management mechanisms.优化领军人才项目团队整体引进和配套服务机制，提高团队成员引进审批、暂缓居留的便利性，落实人才梯队、科研条件、管理机制等配套服务政策。(11) Facilitate the entry, exit, stay and residence of foreign talents. Qualified overseas professionals are allowed to participate in certain major projects with temporary practice licenses.(11)为外国人才出入境、居留和居住提供便利。允许应邀来浦东新区从事重要科研、交流、商务等活动的外籍人士申请长期多次出入境签证。优化外国人才工作居留许可审批管理流程，加强外国人才证件审批一体化建设。以高新技术、专业服务等领域为重点，按照国家权威部门制定港澳和国际职业资格证书认可清单。允许符合条件的海外专业人才持临时执业证参与部分重大项目建设。(12)Provide a good environment for various talents to live and work in peace and contentment.
