In order to better meet the practical needs of expatriates working in Shanghai in terms of telecommunication services, and to enable them to use local cell phone card numbers at the first time after their arrival in Shanghai, the Shanghai Municipal Bureau of Foreign Experts coordinated with the Shanghai Branch of China Telecom Corporation Limited (hereinafter referred to as "Shanghai Telecom") and specially designed a channel to apply for a cell phone card number for expatriates working in Shanghai prior to their entry into the city.
为更好满足来沪工作外籍人士在电信服务方面的实际需求，在其到达上海后可以第一时间使用本地手机卡号，上海市外国专家局与中国电信股份有限公司上海分公司（以下简称“上海电信”）协调，为来沪工作外籍人士专门设计了入境前申办手机卡号的办理通道。

02 Application Process
02申办流程(1) Requirements: Two weeks before the entry of the foreigner, the operator of the employer shall contact the staff of Shanghai Telecom to propose the demand, and the staff of Shanghai Telecom shall provide door-to-door services;
（一）提出需求：外籍人士入境前2周，用人单位经办人联系上海电信工作人员提出需求，上海电信工作人员提供上门办理服务；
(ii) Appointment: Shanghai Telecom will make an appointment to visit your home, the employer will do the cell phone package and real-name authentication on behalf of the expatriates, and the person in charge of the unit will sign to confirm and receive the UIM card, which is in the state of "pre-opened but not activated";（二）预约上门：上海电信预约上门，用人单位为外籍人士代办手机套餐及实名认证，单位经办人员签字确认并领取UIM卡，电话卡处于“已预开通未激活”状态；
(c) Activation by scanning the code: After arriving in Shanghai, foreigners can activate the card by scanning the QR code and uploading the passport photo and portrait photo of the foreigner to activate the card.
（三）扫码激活：外籍人士本人入境抵沪后，通过扫码激活二维码办理卡号，上传外籍人士护照照片及本人人像照片后激活使用。

If a foreigner coming to work in Shanghai needs a cell phone card number before entering the country, the employer can provide the user with relevant materials and select the contents of the package for processing before the foreigner arrives in China.
来沪工作的外籍人士在入境前如需手机卡号办理，用人单位可在外籍人士到达中国前，提供用户相关材料并选定套餐内容进行办理。

Foreign employers should provide the contact person, contact number, acceptance place, user's last name, user name, passport number, and package information. After filling in, Shanghai Telecom will contact the contact person as soon as possible, and make an appointment to confirm the acceptance time.
外籍人士用人单位需提供联系人、联系电话、受理地点、用户姓、用户名、护照号、和套餐信息，填写好之后，上海电信会尽快与联系人联系，预约确认上门受理时间。

After the staff of Shanghai Telecom comes to the door, they will accept the relevant telecom packages according to the user information registered in the form and input the relevant information.
上海电信工作人员上门后，根据表格内登记的用户信息为用户受理相关电信套餐并录入相关资料。
After the acceptance is completed, the employer's operator will sign to confirm and receive the UIM card, which is in the state of "pre-opened but not activated", and the employer will have to pay the 200 RMB pre-storage fee on the spot.
受理完毕后，用人单位经办人员签字确认并领取UIM卡，电话卡处于“已预开通未激活”状态，用人单位需当场缴纳200元预存话费。

Upon arrival in China, users scan the designated QR code, fill in relevant information (name, passport photo, real-time portrait), submit and complete the prompt for backend review within 24 hours (the actual opening time is between 5 minutes and 2 hours), and activation will be completed after opening. After activation, the user downloads a China Telecom APP, in order to easily check the package balance, package traffic and package call time usage at a later stage.
用户到达中国后，扫描指定二维码，填写相关信息（姓名、护照照片，实时人像），提交完成后提示24小时内后台审核（实际开通时间在5分钟-2小时之间），开通后即完成激活。激活后，用户下载一个中国电信APP，以便后期方便查询套餐余额、套餐流量及套餐通话时长的使用情况。

1. Passport photos and bareheaded portraits must be taken on-site and must be of the person himself/herself; photos retained in photo albums cannot be used.
