II. Procedures for applying for permanent residence in China for outstanding foreign graduates:

Outstanding graduates (main applicants) are required to submit the following materials:
优秀毕业生（主申请人）需提交下列材料：
(1)Complete the "Foreigner's Permanent Residence Application Form in China", 2 recent 2-inch ID photos, and burn a CD to submit the electronic version (see precautions for details).(1)填写完整的《外国人在中国永久居留申请表》，2寸近期证件照2张并刻录光盘提交电子版（详见注意事项）。
(2)Original and two copies of valid passport, personal affairs residence permit (marked with "entrepreneurship"), and work related residence permit obtained in Shanghai for three consecutive years prior to the application date.
(2) 有效护照、私人事务类居留许可（加注“创业”）和申请之日前连续3年在上海办理的工作类居留证件原件及2份复印件。
(3) Original and 2 copies of academic degree certificate and certification. For domestic graduates, they must submit the full-time undergraduate degree certificate (or above) issued by a "double first-class" university (or "double first-class" discipline) and the China Higher Education Diploma Certification Report (certification procedures can be handled through the "China Higher Education Student Information Network" or the Shanghai Student affairs Center); Those who graduate from abroad must submit full-time undergraduate (or above) degree certificates issued by the top 300 schools in the "Soft Science Academic Ranking of World Universities", certification certificates issued by Chinese embassies (consulates) stationed abroad, or the Certificate of Foreign Diplomas and Degrees issued by the Overseas Study Service Center of the Ministry of Education (certification can be handled through the "Foreign Diplomas and Degrees Certification System" of the Ministry of Education).
(3)学历学位证书和认证证明原件及2份复印件。国内毕业的须提交“双一流”高校（或“双一流”学科）出具的全日制本科（或以上）学历学位证明及《中国高等教育学历认证报告》（可通过“中国高等教育学生信息网”或上海市学生事务中心办理认证手续）；国外毕业的须提交“软科世界大学学术排名”前300位学校出具的全日制本科（或以上）学历学位证明，及中国驻外使（领）馆的认证证明或教育部留学服务中心出具的《国外学历学位认证书》（可通过教育部“国（境）外学历学位认证系统”办理认证）。
(4)The original and two copies of the "Foreigner Work Permit" (or "Foreigner Employment Permit" or "Foreign Expert Certificate") obtained in Shanghai for three consecutive years prior to the application date.
(4)申请之日前连续3年在上海办理的《外国人工作许可证》（或《外国人就业证》、《外国专家证》）原件及2份复印件。
(5)The original and one copy of the recommendation letter issued by the current work unit, and for those working within the unit ①, the original and one copy of the confirmation letter issued by the "Double Self" Management Committee or the "Double Innovation" competent department must also be submitted.
(5)现工作单位出具的推荐函原件及1份复印件，在单位①内工作的还需提交“双自”管委会或“双创”主管部门出具的确认函原件及1份复印件。
(6) The original and one copy of the tax payment certificate of Personal income tax paid for three consecutive years before the application date issued by the Shanghai tax authority.
(6)上海税务机关出具的申请之日前连续3年缴纳个人所得税的完税证明原件及1份复印件。
(7) A copy of the company's Business License or relevant registration certificate, the original of the Approval Certificate for Foreign-invested Enterprises or the Registration Receipt for Foreign-invested Enterprise Establishment (exempted for domestic enterprises), and relevant annual inspection certificates for the past three years, with two copies submitted.
(7)工作单位《企业营业执照》副本或有关登记证明、《外商投资企业批准证书》或《外商投资企业设立备案回执》（内资企业免交）原件及近3年相关年检证明，并提交2份复印件。
(8)The original and one copy of the health certificate issued by the domestic entry-exit inspection and quarantine department (or a health certificate issued by a foreign medical institution certified by the Chinese embassy or consulate abroad). The health certificate shall be valid for 6 months from the date of issuance.
(8)国内出入境检验检疫部门出具的健康证明（或经中国驻外使领馆认证的外国医疗机构签发的健康证明）原件及1份复印件。健康证明自出具之日起6个月内有效。
(9)Original and one photocopy of a foreign criminal record certificate certified by the Chinese embassy (consulate) abroad. The name on the certificate must match the name on the valid passport held; If the applicant has changed their name, they must indicate their previous name on the certificate; If the applicant has resided continuously for more than 2 years in a country or region other than the country where the passport belongs after reaching the age of 18, they must also provide proof of no criminal record in that country or region. The certificate of no criminal record shall be valid for 6 months from the date of issuance.
(9)经中国驻外使（领）馆认证的国外无犯罪记录证明原件及1份复印件。该证明上的姓名须与所持有效护照上的姓名一致；申请人如变更过姓名的，须在该证明上注明曾用名；申请人如满18周岁后在护照所属国以外的国家或地区连续居留2年以上的，还需提供在该国家或地区无犯罪记录证明。无犯罪记录证明自出具之日起6个月内有效。

(3)婚姻关系证明原件及2份复印件。国外出具的，须经中国驻外使（领）馆认证，该认证自出具之日起6个月内有效。另需提交结婚登记时使用的身份证件复印件2份。
(4)The original and one copy of the health certificate issued by the domestic entry-exit inspection and quarantine department (or a health certificate issued by a foreign medical institution certified by the Chinese embassy or consulate abroad). The health certificate shall be valid for 6 months from the date of issuance.
(4)国内出入境检验检疫部门出具的健康证明（或经中国驻外使领馆认证的外国医疗机构签发的健康证明）原件及1份复印件。健康证明自出具之日起6个月内有效。
(5)Original and one photocopy of a foreign criminal record certificate certified by the Chinese embassy (consulate) abroad. The name on the certificate must match the name on the valid passport held; If the applicant has changed their name, they must indicate their previous name on the certificate; If the applicant has resided continuously for more than 2 years in a country or region other than the country where the passport belongs after reaching the age of 18, they must also provide proof of no criminal record in that country or region. (3)出生证明（或亲子关系证明、收养证明）原件及2份复印件。国外出具的，须经中国驻外使（领）馆认证。
(4)Original and 2 copies of the identity documents of both parents.
(4)父母双方的身份证件原件及2份复印件。
(5)The original and two copies of the parents' marriage certificate (if the parents are divorced, the proof that the principal applicant has custody responsibility for the child, such as the court ruling, shall be issued). Those issued abroad must be certified by the Chinese embassy (consulate) abroad.
(5)父母的结婚证明原件及2份复印件（如父母离异的，应出具主申请人对该子女具有监护责任的证明，如法院裁决书等）。国外出具的，须经中国驻外使（领）馆认证。
(6)If both or one of the parents is of Chinese nationality at the time of birth, the nationality recognition procedures must be completed first.
(6)子女出生时父母双方或一方为中国籍的，须先办理国籍认定手续。
★ Precautions for Outstanding Foreign Graduates Applying for Permanent Residence in China
★ 外籍优秀毕业生申请中国永居注意事项
(1)Applicants over the age of 18 must come in person to apply. Children under the age of 18 need both parents to come together to handle the matter (if the parents are divorced, it can be handled by the party with guardianship responsibility to the applicant).
(1)年满18周岁的申请人需本人前来办理。18周岁以下子女需父母双方一同前来办理(父母离异的可由对申请人具有监护责任关系的一方办理)。
(2)The ID photo should be a front, bareheaded white background color photo, with a size of 48mm × 33mm, the face width of the portrait should be greater than or equal to 18mm ± 1mm, and the hair on the top of the head should be 1.5mm~2.5mm away from the top edge of the photo. It is recommended to expose the complete shirt collar or collarbone below the portrait.
(2)证件照应为正面免冠白色背景彩照，尺寸48mm×33mm，人像脸部宽度大于等于18mm±1mm，头顶发迹距照片上沿1.5mm～2.5mm,人像下方以露出完整的衬衣领尖或锁骨为宜。
(3)If the applicant has changed their nationality, they need to submit proof of joining a foreign nationality. If the applicant once had Chinese nationality, the original mainland residents should also provide the original Chinese passport for private purposes and the proof of foreign residence (if the applicant becomes a foreign citizen with a business passport, he/she should first go through the formalities of withdrawing from Chinese nationality); Former Taiwan residents also need to provide the certificate of registered residence cancellation in Taiwan; Former Hong Kong and Macao residents also need to provide proof of no longer possessing Hong Kong and Macao resident identity. If necessary, certificates issued by foreign countries must be authenticated by Chinese embassies (consulates) stationed abroad.
(3)申请人变更过国籍的,需提交加入外国国籍证明。申请人曾具有中国国籍的，原内地居民还需提供原中国因私护照、国外定居证明（持因公护照加入外国籍的，需先办理退出中国国籍手续）；原台湾居民还需提供台湾注销户籍证明；原港澳居民还需提供不再具有港澳居民身份证明。必要时，国外出具的证明须提供中国驻外使（领）馆认证。
(4)If the applicant's name has changed, the original and two copies of the change of name certificate or proof that two names are the same person must be provided. If issued abroad, it must be authenticated by the Chinese embassy (consulate) abroad.
(4)申请人姓名发生变更的，需提供更名证明或两个名字为同一人的证明原件及2份复印件，国外出具的，须经中国驻外使（领）馆认证。
(5)Relevant materials such as proof of no criminal record, marriage certificate, birth certificate, kinship certificate, adoption certificate, and renaming certificate issued by foreign countries can be issued by relevant national authorities and authenticated by the Chinese embassy (consulate) in that country, or a certificate issued by the embassy (consulate) in that country can be submitted (not a personal declaration).
(5)国外出具的无犯罪记录证明、婚姻证明、出生证明、亲属关系证明、收养证明、更名证明等相关材料，可由有关国家主管部门出具并经中国驻该国使（领）馆认证，也可以提交所属国驻华使（领）馆出具的证明（不可为本人声明）。
(6)Foreign language proof materials must be translated into Chinese and stamped with the company seal by a qualified domestic translation company, and a copy of the translation company's business license must also be provided.
(6)外文证明材料需经国内有资质的翻译公司译成中文并加盖公司印章，另需提供该翻译公司营业执照复印件。
(7)If the applicant needs to print their Chinese name on the Foreigner's Permanent Residence Identity Card, they should indicate in the "Other Matters to be Explained" column of the application form that "Chinese name needs to be printed when preparing the certificate".
(7)申请人如需在《外国人永久居留身份证》上打印中文姓名，应在申请表上“其他需说明事项”栏目中写明“制证时需打印中文姓名”。
