Recently, the Ministry of Human Resources and Social Security issued a document, deciding to officially implement the integration of foreign workers' work permits with social security cards starting from December 1, 2024. By loading the work permit information of foreigners coming to China onto the social security card and relying on the various functions of the social ecurity card, more convenient and efficient services will be provided for foreigners working in China.

近日人社部发文，决定自 2024 年 12 月 1 日起，将正式实施外国人工作许可证与社会保障卡的融合集成，通过将外国人来华工作许可信息加载至社会保障卡中，依托社会保障卡的各项功能，为在华工作的外国人提供更加便捷、高效的服务。

The application, extension, change, and cancellation of work permits for foreigners coming to China can all be operated online through the work management service system. There is no need to handle a physical work permit after entering the country. Those who already hold a physical work permit will follow the principle of "no change, no replacement". When applying for an extension or change, the card integration processing will be implemented according to the new system procedures.

外国人来华工作许可的申请、延期、变更及注销均可通过工作管理服务系统全程在线操作，入境后无需办理实体工作许可证。已持有实体工作许可证者，遵循“不变不换”原则，在延期或变更申请时，依新系统程序实行证卡融合处理。

After entering the country, foreigners can download the electronic social security card APP on their mobile phones. They can register with information such as name, work permit number, or social security number, and after real-name and real-person authentication, they can obtain an electronic social security card containing work permit information. If a foreigner has already applied for a physical social security card, the electronic social security card will provide standard services synchronously.

外国人入境后，可在手机下载电子社保卡APP，凭姓名、工作许可号码或社会保障号码等信息注册并实名、实人认证后，领取含工作许可信息的电子社保卡。若外国人已申领实体社保卡后，电子社保卡将同步提供标准服务。
