The initiative is part of ongoing efforts to advance the construction of Beijing's National Service Industry Expansion and Comprehensive Demonstration Zone and Free Trade Pilot Zone (referred to as the "Two Zones"). It aims to strengthen support for foreign talent and enhance Beijing’s position as an international hub for innovation and talent. The program seeks to attract and retain highly skilled foreign professionals who can contribute to the capital's development.

该举措是推进北京国家服务业扩大开放综合示范区和自由贸易试验区（以下简称“两区”）建设的持续努力的一部分。它旨在加强对外籍人才的支持，并提升北京作为国际创新和人才枢纽的地位。该计划寻求吸引和留住能够为首都发展做出贡献的高技能外籍专业人士。

Companies applying for the recommendation letter must meet the following criteria:

申请推荐信的公司必须满足以下标准：

(1)The enterprise must be recognized as a key entity in the "Two Zones" in accordance with Beijing’s standards for important enterprises and institutions. It should be registered, tax-registered, and included in official statistical reports within the city.

(1)企业必须根据北京对重要企业和机构的标准，被认定为“两区”内的重点单位。它应该在北京市内注册、税务登记，并被纳入官方统计报告。

(2)The enterprise must align with the strategic positioning of Beijing as the capital of China and be part of the "Two Zones" initiative.

(2)企业必须符合北京作为中国首都的战略定位，并是“两区”倡议的一部分。

Applicants can verify whether their company qualifies by visiting the "Open Beijing Public Information Service Platform" (http://open.beijing.gov.cn/), navigating to "Foreign Talent Immigration Services for the 'Two Zones'," and selecting "Check Enterprise Eligibility."

申请人可以通过访问“开放北京公共信息服务平台”（http://open.beijing.gov.cn/），导航至“‘两区’外籍人才移民服务”，并选择“检查企业资格”来验证他们的公司是否符合条件。

Foreign professionals applying for permanent residence under the program must meet at least one of the following criteria:

根据该计划申请永久居留的外籍专业人士必须至少满足以下条件之一：

(1)Hold a management or technical position at the director level or above, or possess an associate senior title or higher.

(2)Serve as the leader of a special task force or the head of a major project.

(3)Be a professional in a field where there is a critical shortage of skilled talent.
