Recently, Ningbo, Zhejiang Province, successfully processed its first port visa transfer for high-end foreign talent from Beijing, opening a new channel for foreign professionals to work in China.

最近，浙江省宁波市成功处理了首例高端外籍人才的港口签证转移，为外籍专业人士在中国工作开辟了新的渠道。

In early August, a high-end foreign professional from an electrical company in Jiangbei District needed to enter China via Beijing and transit to Ningbo to conduct equipment development research. However, due to time constraints, the individual was unable to obtain a visa abroad, causing a delay in their travel plans.

8月初，江北区一家电气公司的一名高端外籍专业人士需要通过北京入境并转乘至宁波进行设备开发研究。然而，由于时间限制，该个人无法在国外获得签证，导致其旅行计划延迟。

Upon learning of the situation, Ningbo's public security and immigration authorities swiftly coordinated with the company. On August 19, local police guided the company through the process of submitting application materials on behalf of the foreign professional using the "Foreigners' Port Visa" online application platform. What used to involve complex procedures has now been simplified into a "one-stop" service with a single platform, interface, and submission process. The foreign talent quickly arrived in Ningbo after entering China through Beijing and began their work.

得知情况后，宁波的公安和移民当局迅速与公司协调。8月19日，当地警方指导公司通过“外国人港口签证”在线申请平台，代表外籍专业人士提交申请材料。以往涉及复杂程序的流程现已简化为一个平台、一个接口、一次提交的“一站式”服务。外籍人才通过北京入境后迅速抵达宁波，开始了他们的工作。

Afterward, police conducted a thorough review of the submitted materials, verifying their completeness, authenticity, and the legitimacy of the foreigner's reason for entry. Once confirmed, a "Foreigners' Port Visa Receipt" was issued, with the entire process handled online, ensuring a seamless workflow.  Traditionally, port visas would take about five days to process. However, with strong support from the provincial authorities and the Beijing port visa office, the visa review was efficiently completed in just one day. This marked the first successful collaboration between Ningbo and Beijing port visa authorities, enabling the transfer of entry for foreign talent through a port visa.

随后，警方对提交的材料进行了彻底审查，核实了其完整性、真实性以及外籍人士入境理由的合法性。确认无误后，发放了“外国人港口签证收据”，整个过程都在网上进行，确保了工作流程的无缝衔接。传统上，港口签证需要大约五天的时间来处理。然而，在省级当局和北京港口签证办公室的大力支持下，签证审查在短短一天内就高效完成了。这标志着宁波和北京口岸签证机构首次成功合作，使外国人才能够通过口岸签证入境。

The introduction of the "Foreigners' Port Visa" has streamlined the application process by reducing steps, shortening processing times, simplifying documentation, and optimizing procedures. The "port visa transfer" cross-regional collaboration has made it significantly more efficient and convenient for foreigners to obtain a port visa and travel to Ningbo.  Currently, foreign nationals invited for urgent entry can submit their visa applications online via the "Foreigners' Port Visa" platform. They can either obtain a port visa directly upon arrival at Ningbo Lishe International Airport or first enter China through major cities like Shanghai, Beijing, Guangzhou, or Hangzhou and then travel to Ningbo for work, study, or business activities. This new process offers an optimal route for foreign nationals entering China.

“外国人港口签证”的引入通过减少步骤、缩短处理时间、简化文件和优化程序，简化了申请流程。“港口签证转移”的跨区域合作使得外国人获得港口签证并前往宁波的效率和便利性大大提高。目前，被紧急邀请入境的外国人可以通过“外国人港口签证”平台在线提交签证申请。他们可以直接在宁波栎社国际机场获得港口签证，或者先通过上海、北京、广州或杭州等大城市入境中国，然后前往宁波进行工作、学习或商务活动。这一新流程为外国人入境中国提供了最佳路线。
